How?

How is the fact that David did not address Alice’s reasons, in favor of her conclusion, the accurate characteristic of his response to her?

Hi Mprezzy, thanks for the question.

We are looking for the answer choice that best characterizes his response to her. So whether we would think this is the most relevant/accurate characterization of the argument or not, so long as it does correctly describe his argument, then it is correct.

In looking at the four incorrect choices we can clearly see that those do not apply. However, how answer choice E is correct is that he doesn't discuss a single point she made in her argument and argue that. He completely ignores her argument and concludes the opposite of her for different reasons. This is how we know that he did not address her reasons, because he really only took his into account.

Hey Melissa, I am not an instructor but hopefully my answer might shed some light on your question.

Alice's conclusion: Quota's on imports to the U.S. should be eliminated. Why? Alice states that "domestic producers would have to compete with Japanese manufacturers and would be forced to produce higher quality cars." (the premise)

David's response: Quotas on automobile's are pervasive and that many other countries have them, so why should the U.S. not?

He fails to address Alice's reasons (otherwise her premise) which favors to her conclusion and instead brings a fact that well, other countries do so, so we should to. Thus, David never addressed the reasons Alice cites in favor of her conclusion.
