Statement is valid if and only if, the presumptions are true

I have previously read that we must not use our outside world knowledge on these questions. then why does it matter if the presumptions are true. Are we not supposed to assume that the facts provided in the short passage are true?

You are correct, we must accept premises as true on the LSAT. Our job is not to determine the validity of premises. Rather, we are concerned with the link between premises and conclusions. However, a presumption/assumption is not the same thing as a premise. This might be something that is not explicitly written in the stimulus, and yet the argument requires it. If you continue with the "strengthen with sufficient" and "strengthen with necessary" lessons, then this will make more sense.

To be clear, your understanding is accurate. We must to assume that the facts in a short passage are true.
