Thanks for the question! This question is asking us for what the conclusion in the argument is. Remember that a conclusion is going to be a statement that is supported by other premises in the argument, whereas a premise will be a statement that is just kind of asserted in the argument. You should be able to build up a logical structure that leads to a conclusion. Here, nothing else in the argument really supports the premise that it’s already possible to produce nonpolluting cars that burn hydrogen rather than gasoline. A statement like that would say something like “We would need XYZ kind of device and we have XYZ” or something like this. But we don’t have that, and so nothing supports it, so it can’t be the conclusion. This premise merely gives us some context in which to understand the whole argument.
