How to know when it is an "and" situation

I noticed that the argument included and when referring to services and goods, but it was not treated like an and argument is. How do you know if it is supposed to be diagrammed like an "and" or when it is all part of the same necessary.

It think it's going to depend on how the stimulus treats the "A and B" statement. In this stimulus, it's treated as one unit. I've used brackets to show the non-essential information. The key is "overall demand"

When the economy is in a recession, overall demand [for goods and services] is low. If overall demand [for goods and services] is low, bank interest rates are also low.

My intuitive (not scientific) understanding of it is that if the stimulus never breaks them up, then you don't need to break them up.

I could certainly be incorrect about this, though, so please correct me if I am.
