I would start this by understanding the relationship between the cattle economy and the large population. The second paragraph, and in particular lines 30-35, explain this for us. The large population was only possible thanks to the cattle economy, so, in other words the cattle economy was what enabled the large population to exist.

In the answer choices, we are looking for something that enables something else to exist under circumstances in which it normally would not be able to exist.

This is a good match for B. Irrigation enables a farm to exist in a desert where it normally would not be able to exist.
