This is one of those flaws that is specific to a question, and doesn't really have a general designation. Sometimes, you have to be a bit creative to point out what the author is doing wrong, as it won't always match your list of flaws.
However, I do see similar errors frequently. If I had to describe it in general terms, the author is equating two things that should not be considered equal. In this case, the misunderstanding is between "goals" vs. "actual results." Just because the goal of psychotherapy is to enhance decision making, we cannot say that this effort is successful. I suppose we could add this type of error to the list, so keep this in mind on future questions.
