I understand why D is right and chose D in fact even though I initially thought it may be too broad. However I want to understand what E is saying. The phrase “if the disparity in pay between the government and the private sector increases” wouldn’t that mean that the private sector would have even more higher salaries that the government? I’m just trying to understand the answer choice. Thanks.

Thanks for the question! So (E) is just a totally wrong answer choice, which is why its wording might have confused you. The “disparity in pay” it mentions is just the difference between the salaries of the government employees and the private sector employees. In other words, it’s saying that if the pay gap between government and private sector was even bigger than it is now, then people would come back to the public sector in large numbers. Obviously, that doesn’t make sense, and there’s a reason (E) isn’t the correct answer. So yes, it does mean that the private sector would have even more higher salaries than the government employees, such that the difference was even bigger than it is now.
