Often times, the counter premise indicators such as "however" indicate a final conclusion.
In this case though, this counter premise brings up a point which supports the final conclusion that economic theorists have some other motive for their theory. To be sure of this, we can view the last sentence and see whether it builds up towards the "however" statement or concludes based off of it. And since it uses the watching television to support itself, it is the final conclusion of the argument rather than the other way around.
Sometimes, when indicator words aren't working in our favour, try to mentally tease out which statements are supporting which. This is a more involved approach, but one that guarantees better understanding of the argument.
