I understand that the state and fed expenditures are compared but that seems like only a minor part of what the author is doing. I guess it just seemed too narrow. Is there a way to identify when to select that kind of answer?

Thanks for the question! So in certain types of questions, it’s important to read exactly what the question is asking for. This question here is literally asking you for something the author did in the stimulus, which is why even something that can seem tangential to the main point can be correct—the best answer is just anything that the author did. Similarly, in a must be true question, if something seems besides the main point but is clearly supported by the passage, more so than the other answer choices, then you should still pick that answer choice. Sometimes you’ll be asked for the main point of the passage, and obviously, in those kinds of cases, you don’t want to be picking answer choices that seem too narrow. But worrying about something seeming too narrow is more of a worry for the reading comprehension section, not logical reasoning, and so in this one, you would want to pick the right answer regardless of how minor it seems with respect to what the author is trying to do.
