HELP– Can answer choice E be an alternate cause?

E says, businesses are learning to exploit the public's environmental awareness in promoting themselves. Can that be an alternate cause for businesses installing adequate environmental safeguards, thus weakening the entire argument?

Answer choice (E) does suggest an alternate cause for why businesses might install adequate environmental safeguards. However, it does not weaken the conclusion that businesses are likely to install such safeguards; if anything, this exploitation means they are more likely to do so.

While the installation may be for an alternate reason than suggested by the passage, answer choice (A) has a greater effect on the conclusion.

Answer choice (A) weakens the argument because it contradicts the conclusion that those businesses who might have such accidents will install adequate safeguards. If businesses underestimate the risk of future accidents, then they are less likely to install the safeguards.
