I read through one thread and someone mentioned that vacations are not mentioned, but the second sentence they are in that "children in primary school need care after school and during school vacations." So why would D be the correct answer since it is mentioned as to why daycare is hard for working parents?

I understand your confusion, as there is a reference to school vacations in the first paragraph. However, think about what the question is asking for. Why is daycare an imperfect solution to raising children while working? This discussion begins on line 5, with four reasons that are listed explicitly.

1. Affordability
2. Suitability
3. Emergencies/Illness
4. Lack of meaningful time

This is how we are able to eliminate everything except D. Let's go back to the second sentence. Why are summer vacations mentioned? This is not presented as a drawback of daycare. Rather, it is meant to differentiate the needs of pre-school children and primary school children. The author never says that the day care facilities fail to accommodate parents during school vacations.
