C wrong? possibility vs. probability

Hello LsatMax, I have trouble understanding why C is wrong. I feel like there is a gap between the support for this answer in the passage mentioning that the classification "can virtually" affect all of the faculty's intellectual property and the answer choice that infers that faculty rarely produce things without using the institution's resources. I selected E because I saw how it did not work, but had trouble eliminating C. Could you please explain?

We know that maximalist institutions allow faculty ownership of inventions which do not arise in the course of their employment or from their use of university resources (lines 33 to 37).

The passage then continues on to claim that, while this policy is not as all-encompassing as supramaximalist universities, it can still affect virtually all of a faculty member's intellectual production (lines 37 to 40).

Why would this be the case? Virtually all of a faculty member's intellectual production would only be impacted if virtually all of their production occurred during their employment or through their use of university resources.

In this way, there is a bit of a gap, but the passage suggests the truth of this assumption through their claims regarding maximalist universities and their impacts on their faculty members' intellectual production.
