Is the a rule for when keywords that signify different conditions come after each other?

Is there a rule that says that if two keywords are in the same sentence and one represents a N.C and the other represents a S.F, that you pick the first word that appears. For example, in option B- "If the only reasonable.." If (represents S.C) and the only (represents N.C) show up in the same sentence, but we use the S.C. Is there a rule that says to always use the first word? How do I know which condition to use when two keywords are in a sentence so closely?
