"Not Until" Example 6

Hi @Skylar, @Ravi, or @Mehran, I'm having trouble working through Example 6 from the lecture. The sentence that is causing an issue is “yet not until teachers have the power to make their own decisions (PMD), can they enable their students to make their own decisions (MOD)”. Can you explain why the lecturer used the NOT in the sentence to modify the MOD vs PMD)? I initially translated that sentence as follows: Step 1: What follows "until" introduces the necessary part of the statement Diagram: ___ -> not PMD Step 2: Make the other part of the statement the sufficient condition, and negate. Sufficient thus is MOD; once negated becomes "Not MOD". Diagram: Not MOD -> ___ Final Diagram: Not MOD -> Not PMD Could you provide and explanation as to how the “not until” sentence structure works ? I'm asking this question again because I didn't see an answer in the thread history dating back to 2017. Thank you !
