Quick question

I chose A but I can see why it’s wrong. If this was strengthen with sufficient would A be an acceptable answer?

Hi Harper, thanks for the question.

I think it is important to remember the task at hand strengthen with sufficient premise questions. We are supposed to prove the argument beyond a shadow of a doubt using the new answer choice.

However, if we attached A to the argument and said: commuter and freight service have little in common with each other.

This doesn't prove that in order to be successful the railroad business must focus on one of the two groups. As the negation of answer choice C points out, it is possible for the business to not care about its customers and still be successful. So an idea I can recommend to you is play both sides of the argument and see if you can still poke holes in the argument even after adding an answer choice that you think would strengthen it.
