Answer A vs. Answer B

Hello! Can someone please explain to me why answer B is incorrect? A being right makes sense to me, but for some reason, when I set this question up, J being in 3rd can't work either. I'm sure I'm missing something obvious, but I can't see it. Thanks!

We can actually have the following setup with the new condition and J being third as follows:

M K J L P O/N N/O
