Couldn't D also be true? We see in one of the scenarios that Himalayans are featured on every day that Rottweilers are not.

What scenario are you referring to? It is impossible for (D) to be true.

(D) "Himalayans are featured on every day that Rottweilers are not."

This means that there will either be an H or an R on each day. However, Rule #1 tells us that Greyhounds (instead of Rottweilers) are on Day 1. Rule #4 tells us that Himalayans are not on Day 1. Therefore, Day 1 is a day in which neither Himalayans nor Rottweilers can be featured, which shows that (D) is invalid.
