Why do we do "2 ways to apply rule" for the general principle? Is it because it has compound statements, therefore making us to always use the 2 ways to apply rule?

The statement "only if the electorate is moral and intelligent will a democracy function well" is a general principle. Remember, a general principle is a general rule or statement. As is often the case, here our general principle is an S->N statement. It diagrams into:
DFW -> M and I
not M or not I -> not DFW

When the video says that there are "two ways to apply this general principle," we are referring to its structure as a S->N statement. This has nothing to do with the fact that it's a compound statement.

As with any S->N statement, we can make logical inferences in two ways:
(1) "the positive argument structure": invoking the original sufficient condition (here that is DFW) to conclude the original necessary condition (here that is M and I)
(2) "the contrapositive argument structure": invoking the sufficient condition of our contrapositive (here that is not M or not I) to conclude the necessary condition of our contrapositive (here that is not DFW)
