I totally understand why this answer choice is wrong. I know it isn’t necessarily true, but I’m wondering if it could be true, just for my general knowledge?
The lecturer said it is Impossible because we get to the conclusion that some weak governments are from plural party system, but if the definition of some is “more than one possibly all” could this be true? I know this isn’t the answer to this must be true question, but could it be the answer to a could be true question?

It could certainly be true in some cases, but not in this question. In this question, we have two categories of countries, both of which exist: countries with a Single Political Party and ones with a plurality of parties.
As at least one (some) of the countries have more than one political party, and they have weak local governments, answer A is impossible.
A says that every single country with a weak local government has a single party. But the premises have already established that some countries with a weak local government have multiple parties.
