The problem with D is that K stocks aisles 2 and 4 in one of the scenarios. We could have L stocking aisles 1 and 9, J's two aisle and O's one aisle could be in 6, 7, and 8 (JOJ). This is why D would work, so it cannot be the correct answer on a cannot be true question.
Here's the board I'm referencing that would work with the parameters D is giving us:
