In the passage, the author's primary concern is to

A vs. B

I struggled with this one between A and B. While B is clearly a large point of the passage, I thought that A was where the author was leading that a focus should be made on humanistic elements of improvement and efforts should be direct there. Since that was what was suggested in the final passage I thought that it was the primary concern. Please explain. Thanks.

Thanks for the question! So remember, this question is asking us for the “primary concern” of the passage, in other words what does this passage actually concern itself with? And as you mentioned, the delineation is only mentioned in the last paragraph; that can’t be the main thing the passage was talking about. Think about what an article would look like if the primary concern were to delineate a new method of directing domestic economic efforts. We’d probably expect more on what that system would look like and how it would be implemented, but we don’t go into that. Instead, we mainly concern ourselves with why GNP isn’t the best way to measure welfare, and that’s what (B) tells us.
