Answer (C) is the correct answer here because it tells us that the sentence "the dream of finding extraterrestrial life is destined to remain a dream" is in fact not a premise, but is the conclusion of the argument. The question asks us to pick the sentence which "most accurately" states the main point of the argument. When reading the passage, you can see that the last two sentences are describing the main idea of the argument- that scientists are not likely to be successful in the future. Answer C reflects this idea by saying that "scientists searching for extraterrestrial life will not find it." While it is a strong statement of the conclusion (the two sentences in the passage are somewhat more equivocal) it is the "most accurate" statement found in the answer choices.
I think you may have been thrown off by the explanation talking about a "pivot" to a fact. That pivot happened in the second sentence which begins with "But."
