Being that O, G, and M are all in the same position, why would C be correct as opposed to D or E? M and O both have 4 elements (H, K, N, J) before it so how would it be possible that either one of them joined in 1964?

Nevermind, I understand. I wrongly assumed that K and J had to come before O and that H and N had to come before M.
