So this question is an except question; it’s asking us for what DOES NOT conform to the kinds of educational results that the author would expect from the course of action proposed in the passage. Well, take a look at lines 18-25. We’re told there that directly referring to the wording of the statutes is important when answering client’s questions, and so interpreting those statutes is going to be important. An antiterrorism law would e a kind of statute. And so understanding the problems of wording involved in it (including drafting it) is something that’s important and should be appreciated. And so that’s where the support for (E) is.
