Why is Answer Choice B wrong?

Hi, Could you explain why this statement is not helping to introduce and alternating reason. I thought so because it is in the same paragraph that the author is introducing a new reason. Thanks in advance

Thanks for the question! So the question is asking us for the reason the author concedes that particular statement, that “correlating federal intervention and the acceleration of black economic progress might be incorrect” (which shows up in lines 58-60). And (B) tells us that the author concedes this primarily to “introduce another factor that may have influenced black economic progress.” Is that the primary purpose of this concession? It can’t be, for one simple reason: it doesn’t actually introduce another factor! That’s not what this sentence itself does because it’s referencing a factor that’s mentioned earlier in the passage. And we can see that in the lines directly above, where we’re told that “the coincidence of increased United States government anti discrimination pressure in the mid-1960s with the acceleration in the rate of black economic progress beginning in 1965 argues against the continuity theorists’ view” (lines 53-57). So the idea of correlating federal intervention and the acceleration of black economic progress is already introduced in the lines above, so it’s not being introduced in lines 58-60! And since that’s the case, (B) can’t be the primary purpose and is wrong.
