Thanks for the question! So as for the basic setup I’d suggest, we see that there are 4 lawmakers and three scientists, so good thing to note that separately: ?Lawyers: F G H I Scientists: V Y Z
And then we’re going to have members of a four-person panel over two years. So I would have years 1 and 2, with four slots above each year indicating a seat for each panel member, kind of like the following:

And then the rules aren’t too hard to diagram either. G and V can’t be in the same year, so draw a horizontal box with G and V and put a “not” sign in front of it (or a slash across it, whatever your “not” symbolism is). Same with H and Y. And then we can reserve one of the slots for I/V in each year, keeping in mind that they both don’t serve in a year (we can diagram that the same way we diagrammed G/V and H/Y).
And if you’re the chairperson in the first year, you’re not in the panel in the second year, and if you’re the chairperson in the second year, you’re on the panel the first year. In other words
C1 —> ~P2 C2 —> P1
And that’s going to be the basic setup.
