Must Be True Questions Q1

I didn't choose D because of term "it is in the interests," which seemed like an argument/opinion instead of a mere statement. How do we distinguish the two? Thanks in advance!

I also avoided D for that specific reason. Can we please get clarification on how best to avoid ignoring answers because they seem wrong / distinguishing between argument and opinion? Thank you.

I did the same thing. I thought D was a possibility but "it is in the interest" deterred me from picking it.
