How can Answer C be correct?

Wouldn't that leave W to visit two sites G and I, in the last month?

Here is an example:

F: Z Y Z Z

G: Y V Y W

I: V W W V

I can't quite figure out if there is a rule that you misunderstood, but this diagram does not break any rules. There is nothing preventing W from visiting India consecutively in weeks 2 and 3.
