Can I get an explanation on the answer? E says people are still dying in car accidents because they are not wearing their seat belts. Doesn't this explain the paradox?

Let's be clear about what we are trying to explain. Strict seat belt laws generally result in a 7% decrease in traffic fatalities. That decrease did not happen in this city. Why not?

Answers A-D all provide an explanation. So, what is wrong with E? In short, the word "most" provides a pretty wide range. Imagine that three years ago, 80% of people killed in car accidents were not wearing seat belts. In the last two years, imagine that number dropped to 60%. These figures both qualify as "most," but there was still a significant change. I don't have enough information to provide context for answer choice E. Also, this figure has little to do with the decrease in traffic fatalities as a whole. That is what we need to focus on.
