How is it assumed that it is 7 days when the hiring process could have been more or less?

The question isn't specific of how many days they are hiring

We know that the hiring process took seven days because of Rules 1 through 3.

The stimulus tells us that nine new workers were hired: B, C, D, E, F, G, H, I, and J.

Rule 1 tells us that F and I were hired on the same day and no one else was hired on that day.

Ignoring the order imposed by the remaining conditions, let's assume for the purposes of your question that F and I were hired on the first day.

Day 1: F and I

Rule 2 tells us that C and G were hired on the same day and that no one else was hired that day.

Again, ignoring the order for the moment, let's say C and G were hired on Day 2.

Day 1: F and I
Day 2: C and G

Rule 3 tells us that, on each of the other days of hiring, exactly one worker was hired. This means that B, D, E, H, and J were hired over five days.

Day 1: F and I
Day 2: C and G
Day 3: B
Day 4: D
Day 5: E
Day 6: H
Day 7: J

Therefore, the hiring process was completed over 7 days.
