If I'm dissecting this passage, what sentence would be considered the conclusion?

I'm reviewing the questions again, in order to practice finding the conclusion and premises within the passage. I understand that (C) is the correct answer because in order to institute real law, one has to punish without bias. I guess I'm a little confused; did I need to go through the process of finding the conclusion and premise in order to get the answer?

When I dissected it I saw the first sentence "A law that is not consistently enforced does not serve its purpose." as the conclusion. Most of the other sentences support this point of consistency in enforcement being the conclusion, primarily the last 2 sentences. I identified those last 2 sentences as premises.
"Furthermore, those who enforce law must punish without favor for their friends or malice for their enemies. To punish only those one dislikes while forgiving others is not to enforce law but to engage in the arbitrary and unjust exercise of power."
Both those last 2 sentences are backing up that first sentence that law has to be enforced and people must be punished consistently no matter who breaks that law. Enforcing the law consistently no matter who would commit the crime means punishment is unbiased based on the premises in the last 2 sentences. This is why C is the right answer.

What does it mean, on the explanations of the correct answers, when it says valid or flawed?

For these type of questions the passage is either discussing facts and is an argument. Argument are either valid (reasonable and the premises support the conclusion) or flawed (don't make sense and the premises do not support the conclusion)
