What is the difference between C and E?

I chose C because it mentions scholars discussing the "harm" that slavery enforced to AA. I narrowed it down to C and E and I get why E is right but would like to hear why C is more wrong.

Rather, the author's critique is that scholars have focused too heavily on harms as opposed to achievements.
