What confused me was that the first statement says "Those who participate in local politics". To me, that meant that everyone who participates in politics. I could understand that not everyone who participates genuinely cares, but based on what was presented to me I felt that "those" meant all because I was focused on what was in the stimulus.

I agree, this stimulus is worded a bit confusingly.

The reason we don't use "people who" is because of the word "include."

There is a group of people: People who participate in local politics

This group includes: (1) people who are genuinely interested in public service; and (2) people who are selfish opportunists.

The stimulus does not tell us that this is an exhaustive list of people who participate in local politics. Therefore, if you participate in local politics, this does not mean that you are either genuinely interested in public service or a selfish opportunist. It also does not mean that you are both genuinely interested in public service and a selfish opportunist.

What the first sentence is saying is that some people who participate in local politics are people who are genuinely interested in public service and some are people who are selfish opportunists.

Therefore, as outlined in the explanation, we have the following:

Participate in local politics - some - Genuine interest in public service

Participate in local politics - some - Selfish opportunists

Participate in local politics --> Influence on community's values

Does this mean anytime there is an and/or statement, we can assume it means "some" too?

Not necessarily, but if if the passage says that category X includes Y and Z, that there are some Ys and some Zs in category X.
