I was wondering why it was not C?

While going through the question I going back and forth between A and C, but I ended up choosing C. I was wondering why it was not C?

@KerrisciaG, (C) is incorrect because it's a premise that's supporting the notion that the proper level of toxic substances in food isn't zero. Thus, we can get rid of this choice since we're looking for the conclusion of the argument.
