Was it supposed to be understood that the entirety of the passage applies to personal injury cases? I only saw personal injury mentioned in paragraph one and it seems that the lines referenced are in the final paragraph which doesn’t mention anything about personal injury.

I think we have a pretty strong indication in the first paragraph that we're talking about PI cases where it introduces the topic of illustrations in personal injury cases. We have further confirmation of this in the next paragraph. If the author says "I am talking about X in context Y" and continues to talk about X, they don't need to reiterate they are talking about context Y.
