Confusion on conclusion being environment vs popularity

It appears as though the conclusion follows that the abatement of petrol cars will be the result. This is a popularity issue if consumers choose one over another of anything if both are available. The following premise seems to support how that may not be possible, though there is no stance that the proponents do not agree that there are issues with battery production.

We have no idea what will or will not be popular. The argument tells us that if we fix batteries, EVs will be able to reduce auto emissions, however, the power they need will also cause emissions. This tells us nothing about popularity, but it does tell us that either way, there will be significant auto emissions unless we dam more rivers.
