Couldn't B also be correct?

If both K and Q are not present, then neither are G and F. Thus J, M, and P must be present, which is impossible. However is B not also correct? If neither J and G are present then neither are M and K, leaving F as the only possible tenant who can be present even though we need at least two.

I think you're misunderstanding the original rules. We can j being gone doesn't eliminate M, and G being gone doesn't eliminate k.
