Why A and not E?

Because A was talking about the difficulty to provide new tech, i felt that this answer choice was out of scope from the stim. Can anyone please provide us with an explanation as to why A is the correct answer? Further, I selected E because it seemed to make sense because in the stim, automakers are complaining that this new legislation will be too expensive.

Thanks for the question! So we’re being asked here for something that lends the most support to the automakers’ current position; in other words, this is a strengthen question.

(E) doesn’t actually strengthen the automakers’ argument, it actually strengthens the other view, the legislators’ view. Because it weakens the automakers’ claim that new restrictions are unnecessary, because it says that automakers almost ever make changes of their own accord, unless it’s for money.

(A) is correct. It strengthens because it basically says that if legislators restrict emissions more, it’s harder to meet the new regulations, which strengthens the claim that new restrictions are unnecessary. Since the new restrictions would make reduced emissions even less likely.
