I have no idea why this answer is correct? HELP!

why does the correct answer leave out the infectious diseases? i thought it would be something like : "Since the primary concern of medicine is individual and public health, it is not ethical for a physician, except in the case of gunshot wounds or cases of infectious disease, to disclose their identity to law enforcement" won't this would still be consistent because the person under question has a non-infectious disease. why leave out that part? Also, what does willingness to come for treatment have to do with the stimulus?

Thanks for the question! So we’re being asked here for a principle that’s compatible with the stimulus and supports that a physician’s responding to the request would violate medical ethics.

Take a look at (C), which tells us that the primary concern of medicine is individual and public health, so it’s not ethical for physicians (except for gunshot wounds) to reduce patients’ willingness to come for treatment by a policy of disclosing their identities to law enforcement agencies. Well, then the example says that the fugitive shouldn’t report the identity (in other words, that reporting would violate medical ethics) unless there were gunshot wounds. The exception for infectious diseases is also fine, since the fugitive has a noninfectious skin problem.
