would realizing something as option A mentions count as evidence?

I am just wondering if another reason to eliminate option A is that realizing something does not count as evidence? or am i overthinking this? Option A: A country's leaders realized that fostering diplomatic ties with antagonistic nations reduces the chances of war with those nations. Because those leaders worried that war would harm their chances of being reelected, they engaged in diplomatic discussions with a hostile country, and the two countries avoided a confrontation.

Thanks for the question! I think a better reason to get rid of answer (A) is just because you don’t have evidence that the act benefits people in the first place. If it’s not about an act that benefits other people in the first place, the entire conditional doesn’t apply and is irrelevant.
