Why not A?
Hello,
I was stuck between answer choice A & E but ended up choosing A because my thinking was that if they raised the speed limit to 75 MPH for example, then cars would be moving at a faster speed which would increase the flow of traffic.
So I guess I'm wondering, what's the best approach if I get a question like this where two possible answer choices sound appealing. Especially since the the passage does refer to speed limits and location proximity.

Thanks for the question! So remember, we’re told in the stimulus that the problem has to do with traffic congestion. (A) says that we should increase the maximum speed limit on major highways. But how is this going to help the congestion, especially on roads that aren’t major highways like in the towns themselves or on local roads? We need to help get cars off the road, not help them theoretically move faster on already crowded roads. You have to focus in on what exactly is discussed in the stimulus and if the answer choice addresses that specific issue. (E) would help decrease congestion directly because less people would have to commute, and so is the correct answer.
