So (B) says that the problem is that the director “couldn’t properly infer from the fact that some listeners did not like the movie review segment that some others did.” So let’s break this down bit by bit. “Not being able to properly infer” means that he shouldn’t have been able to make the conclusion that he did. And what can’t he infer, what can’t he conclude? That because some movie listeners didn’t like it, other movie listeners did like it.

answer choice could have been better understood if the comma was added. Does the LSAT purposely not use proper grammar in answer choices?

There are a couple of errors here. First, the overall sample is questionable. Not only is it small, but it's highly unrepresentative since people who write unsolicited letters to radio stations are probably not at all representative of the general listening public. Second, the author makes a truly baffling move: they decide that since they have evidence suggesting something is unpopular, this must show that the thing actually is popular. This is just categorically dumb: seeing evidence people don't like something does not constitute proof that other people like that thing.
