Please explain this question!!

I am having major difficulty seeing why this answer is correct. Raphaela does not mention emigration at all in the stim, therefore I eliminated it. I have read in other posts that we are to infer Raphaela addresses emigration through her statement about "gov't does not have any right to redistribute wealth via tax" however that does no make any sense whatsoever. Could we please get a clear explanation of this question? I choose, C..

Thanks for the question! (C) is an answer choice that is simply too broad. Remember, for these questions, we want one person to say “yes,” and one person to say “no.”

So what are they basically saying? Raphaela’s saying the government can’t tax us since it’d basically force people to help others. Edward’s saying governments (that let people leave) can tax people. So they’re really arguing about whether or not governments can tax people. That’s what (B) says, making it the right answer.
