Answer Choice D

I may be overthinking or misinterpreting the answer choice D, but I read it as stating that the laws are representative of the moral consensus of society/people. However, I understood the passage to say the opposite. Society/People gets their "cues" from laws, so in other words, I read it to mean that our moral code is defined by the laws, rather than the laws illustrating the moral code of some people. Does that make any sense? I may be reading way too much into the wording or details of certain word choices.
