Necessary condition question
I ruled out A because the passage only states that being impartial is necessary to be an employee. It doesn't say being the most qualified is necessary to be an employee. So, I thought A was possible without conflicts because they could been denied because those siblings, although more qualified, may not be impartial. Can someone help me with this?

I think you are focusing on the wrong "employee" here. We are focused on the employee engaging in the behaviour, not any potential employees that that employee may hire.
The stimulus tells us that employees must be impartial, particularly when dealing with family members, even during the hiring process.
An employee refusing to hire any of their siblings even though they are each more qualified than any other applicant violates this policy. By trying to avoid engaging in nepotism, the employee is not being impartial. In this situation, an impartial employee would hire the most qualified person for the job, regardless of their relationship.
