Is answer choice C wrong because things of a scandalous nature that would increase McConnell chances of winning is only a necessary condition? whereas if McConnell does not have anything that would increase her chances of winning, is a sufficient condition therefore D being the correct answer choice??

I think it's easier to think of this as a flow chart. The first step in the analysis is determining if he has a large campaign chest. If so, the analysis stops there. Only if he does not do we proceed down the part of the analysis that looks at his record.
