Help with C

Could you please provide another explanation on why C is correct? It seems that the evidence of contribution of high cholesterol to heart disease serves as just a general information and does not play a significant role in the argument. Shouldn't the correct answer point out the flaw in ignoring people who do not have above average concentrations of the lipoprotein levels? Those folks would have a reason to make dietary changes, making the conclusion false.
