I understand that H needs to come in the week preceding J, however because there can be one variable that is in two weeks, why can't it be
1: H K
2:H J
3:G O
4:L M
Once again, I understand that J cannot exist without H coming in the week preceding it, however, it does not state H cannot exist without being in the week preceding J or can only exist in the week preceding J. I am perplexed by this and hope to have a valid answer so I do not make the same mistake on the real LSAT.

You are correct that there is nothing in the stimulus or the conditions which states that H cannot exist without being in the week preceding J or that H can only exist in the week preceding J.
The issue with the set-up you have above is that it violates Rule 2 which tells us that the product that is advertised during two of the weeks is advertised during Week 4 but is not advertised during Week 3.
Therefore, if H is the product that is advertised twice, it must be advertised during Week 4. We know that J is not advertised unless H is advertised during the immediately preceding week. Since H an not be advertised during Week 3, J cannot be advertised during Week 4.
This means that the other time H is advertised will have to be immediately preceding J, meaning that, if H is the product that is advertised twice, it cannot be advertised during the same week as J.
