How is the answer C for question #4 (game 3)?
Rule #2 of this practice says that Z is 1st then L>O. The contra positive, as explained in this video, is that O>L if Z is not 1st. Well, in question #4 Z is not first, however, the teacher places L before O and concludes that answer choice C is the right answer. Am I missing something here?

I don't think there an issue with that. We know that if o is before l then z isn't first, and we know that happens if z is first. But we don't know what happens if L is before o. We don't have any rules with L before O in the sufficient condition.
