Help Needed! (Strengthen with Necessary SEC3 Q17)

Can someone explain the negation of C and how that is not considered necessary to strengthen the argument?

C does not need to be true. In fact, the passage anticipates C not being true in some cases, in which a top orchestra is working with a conductor who is not truly superior.
